RFP Questions and Answers

Q&A 8/31/2023
  • Estimated Construction Budget: $500,000
  • Architect on Record: A volunteer working under the guidance of city building official and licensed engineer
  • Building Permit Status: Awaiting final design after securing a contractor
  • Will the bids be open publicly?: Yes
  • Is a Bid Bond required?: Yes
  • Who is responsible for the installation of the owner-furnished items (Library or Contractor)?: Contractor
  • You mentioned – Expect change orders due to budget and supply because of our current climate.
    • What current climate are you referring to (geographic, economic, etc.)?: Economic

Q&A 9/1/2023

  • At the pre-bid meeting we talked about a spring start to help stretch your budget as far as it can go (since we will be coming up against winter conditions). Is it the plan for this to be a spring job? On your bids, please add a line for the extra charge to do the job now versus spring.

Q&A 9/7/2023

  • When will change orders happen? Change orders will only happen when an item the library wanted is no longer available or is out of stock but it shouldn’t change the install price because we will choose a similar item. For example, we currently want an engineered PVC counter-top, if this is not available, then we will choose a laminate counter top.  
  • Are the bids public, what is the process? Yes, the bids are due Sep. 20th at 4pm. They will all be presented to the Library Board of Trustees Sep. 20th at 4:30pm in a public meeting at the library. The Board will choose the bid to recommend to the city council. The City Council will see the recommendation on Sep. 25th at 6pm during the public city council meeting at city hall. The Library Director will contact the contractor chosen on Sep. 26th to finalize the contract and project timeline.    
  • Do you want black or bronze storefront door color? Storefront doors and windows will have black trims to match existing.   • Do you have the companies who have downloaded/obtained the documents or show interest in submitting proposals for the project. Also, if you have an attendance list for the pre-bid meeting? We do not have a list of who downloaded/obtained documents, the documents are just available on our website. We do have an email list of contractors that shown interest: Dalrymple Constructions, Petra General Contractors and Builders Exchange of Washington Inc. Attendance list for the pre-bid meeting: Library Director Maria Guest, City Building Official Darryl Shepard, Library Board of trustee members Taci Davis and Brad Welker, and two representatives from Dalrymple Construction.

  • Any specifications on plumbing fixtures? Single handle 4″ center bath faucet. I will add this to the material specs

  • Where does the water come into the building? Back 
  • Is a backflow preventer needed? Yes
  • Any roof drains? No
  • Gas piping or condensates? Non needed
  • What are we doing for hot water? Are we pulling off an existing line and if so where? Install a new Electric on demand water heater in the new storage room.
  • What are the split pack requirements in code?   • Is the water service into the space large enough to add two bathrooms and a drinking fountain?   Shows where it is but not a pipe size? Yes and the pipes are 3/4″ copper.

We are very pleased to announce that the Cascade Public Library was awarded the $500,000 Facilities Improvement Grant by the Idaho Commission For Libraries. This grant was very competitive, so we feel extremely fortunate to have been chosen. The application was extensive and we couldn’t have done it without your help. 

We would like to thank Grant Writer Leslie Freeman, Mayor Judy Nissula, City Inspector Darryl Sheppard, Kittric Guest, Performance Engineers and Dalrymple Construction for helping us put our application together. We would also like to thank the Library Expansion Committee, Board of Trustees, City Hall, City Council, Friends of the Cascade Library, Cascade School District, Cascade Afterschool Program, Cascade Medical Center, University of Idaho Extension, Cascade Cultural Art Center, Chamber of Commerce, Cascade Aquatic and Recreation Center, Western Central Mountains Economic Development Council, American Legion, Leisure Time RV Park, Umpqua Bank, and Stibnite Foundation for their unwavering support. 

This construction project is not just a library expansion, but it is also a vision of what is to come for Cascade and what is possible when we work together.
